In order to fully implement the Cross-Strait Shipping Agreement and further promote the healthy and orderly development of the cross-strait shipping market, the relevant policies and measures are announced as follows:

I. Increasing the number of direct flights to the mainland The Penglai Port of Yantai Port and the Dachan Bay Port of Shenzhen Port are direct shipping ports (ports) on both sides of the Taiwan Straits. At this point, the mainland has a total of 72 direct flights (ports).

Second, to strengthen cross-strait search and rescue cooperation In order to jointly ensure cross-strait maritime navigation and personal, property, and environmental security, the two sides establish a maritime search and rescue contact mechanism. At this stage, the mainland designated the China Maritime Search and Rescue Center as a contact window for search and rescue across the Strait.

Thirdly, the strengthening of cross-strait maritime market supervision will further increase the crackdown on unlicensed cross-strait transport and provide illegal shipping services such as ship agency or port loading and unloading services to ships that do not have cross-strait transport qualifications. It is also illegal for foreign companies, business organizations and natural persons. Carry out cross-strait transportation behaviors and investigate severely.

4. Maintaining the order of the cross-strait container transportation market In order to protect fair competition, it fundamentally restrained the “zero freight” and “negative freight rates” and other vicious bargaining competition behaviors, and decided to establish and implement a filing system for cross-strait container liner freight (announced separately). .

Cross-strait liner carrier operators shall conscientiously implement the "Announcement on the Measures for Further Promoting Direct Air Navigation across the Taiwan Straits" (Ministry of Transport and Communications Announcement No. 54 of 2009). Within 30 days from the date of promulgation of this announcement, follow the prescribed procedures. The Ministry of Information reported the availability of rental and exchange accommodation. If there is a change in the accommodation, it is necessary to report the changes to the Ministry within 15 days from the date of change.

Any company, organization or individual may not operate cross-strait container liner transportation by any means such as lease class without approval. For illegally engaging in cross-strait container transportation, once discovered, it must be investigated and dealt with according to law.
