In 2007, the pesticide industry achieved remarkable progress, building on years of steady growth. Production and sales saw significant increases, while import and export activities were vibrant. Economic benefits rose rapidly and comprehensively, and there was notable progress in product structure optimization, leading to high-quality development.
One key highlight was the record output of pesticides, with a more rational composition of products. According to the National Bureau of Statistics, total pesticide production reached 1.731 million tons in 2007, up 24.3% from the previous year, making China the world’s top producer. Insecticides accounted for 600,000 tons (up 12.3%), fungicides for 137,000 tons (up 17.8%), and herbicides for 562,000 tons (up 40.1%). Herbicides now make up nearly one-third of total production, matching insecticides in volume and reflecting a well-optimized structure.
Another major achievement was the strong performance in import and export. Despite a reduction in the export tax rebate rate from 11% to 5% in July 2007, exports still surged. China exported 477,000 tons worth $1.35 billion, a 19.9% and 29.8% increase in volume and value, respectively. The average export price rose by 8.3% to $2,830 per ton. Meanwhile, imports dropped by 4.4%. Notably, even after the tax cut, export volumes did not decline, and efficiency remained strong, as seen in September when exports jumped 32.6% year-on-year.
Pesticide prices also rose steadily in 2007, with most products seeing a 1% to 7% increase. While some like abamectin saw slight declines, overall production and sales rates improved, reaching 97.4% for the year, with sales exceeding 100% in November and December. Major economic indicators showed substantial growth, marking a record high for the sector.
A significant structural adjustment was the suspension of highly toxic pesticides, including methamidophos. This marked the second milestone in the industry's transformation. With the availability of safer alternatives, production continued to grow. Unlike past shutdowns, this transition was smooth, reducing the need for imported pesticides and cutting EC consumption by at least 200,000 tons. The shift toward water-based and solid formulations further improved the industry’s environmental profile.
Looking ahead, despite challenges in energy and raw material costs in 2008, the overall environment remained favorable. The government emphasized rural issues, supporting agricultural development and improving policy conditions. The Ministry of Agriculture launched a national campaign to boost crop yields, and efforts were underway to address pesticide classification as hazardous chemicals.
Domestic demand remained stable, while international demand was robust. With a warm winter and southern snow disasters, pest outbreaks were expected to be more severe in the north. Forecasted pesticide demand ranged between 298,200 and 550,000 tons, easily met by domestic production. China’s cost-effective products gave it a competitive edge in global markets, ensuring continued export growth.
In 2008, new regulations took effect, such as the ban on trade names for pesticides. From January 8, only common names could be used, and by July 1, all new products would follow this rule. While this aimed to reduce price manipulation and simplify management, it posed challenges for companies with strong brand identities. They had to adapt quickly, shifting advertising focus from trade names to product names.
Finally, rising costs—due to higher raw material prices, energy, environmental compliance, and labor expenses—led to increased market prices. However, the government capped agricultural resource prices, limiting how much these costs could be passed on to consumers. Companies had to absorb some of the increased expenses through better management and technology. Overall, the pesticide industry was poised for continued growth, driven by both domestic and international demand.
