It has been reported that on April 28, the revised hygiene standard for additives used in food containers and packaging materials (GB9685-2008) was officially submitted to the World Trade Organization (WTO) and is now in the public consultation phase with WTO members. The updated regulation is expected to be formally implemented in July. This new standard significantly expands the range of permitted additives, increasing the number from 65 to over 1,000 types. Specifically, the number of plastic packaging material additives has risen from 38 to 580.
The revised standard represents a major update from its 2003 version, incorporating more comprehensive technical and testing requirements. These standards are largely based on those set by the European Union and the United States. Additionally, the new regulation introduces stricter principles for the use of additives. It emphasizes that any substances migrating into food must not pose a risk to human health and should not alter the food’s properties. Furthermore, the use of additives should be minimized while still achieving the desired functional effects.
The Chinese Center for Disease Control and Prevention's Institute of Nutrition and Food Safety, under the commission of the Ministry of Health, participated in revising this standard. Dr. Fan Yongxiang from the institute noted that China is currently reviewing and updating various standards in the food packaging sector, as some outdated regulations have hindered industry development. For instance, the 2003 version of GB9685 failed to meet the demands of modern food packaging needs due to its limited list of approved additives.
Dr. Fan also pointed out that the large number of newly introduced additives has led to incomplete experimental databases for certain varieties, as many of the technical and testing standards are based on foreign regulations. He urged domestic manufacturers to provide relevant technical data to help improve the database and accelerate the development of domestic standards. For new types of packaging materials and additives not included in the new standard, companies can submit applications to the Ministry of Health and only proceed with production after approval.
Given that the introduction of new additives often outpaces the revision of standards, the Ministry of Health plans to issue technical and testing standards through announcements, gradually enhancing the overall regulatory framework. According to WTO agreements, member states must notify the WTO Secretariat 60 days before finalizing or revising any regulation. However, there is currently no official list of authorized agencies for testing or evaluating food additives within the country.
