The first batch of five key product categories related to chemicals has been identified as priorities in a nationwide quality inspection campaign. According to a video and telephone conference held by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) in Beijing on February 20th, the initiative aims to ensure product safety, especially ahead of major events like the Olympic Games. Among the 10 targeted product categories, chemical-related items such as paints, coatings, furniture, toys, and other consumer goods were placed at the forefront.
Li Chuanqing, the Party Secretary of AQSIQ, emphasized that this special rectification is a crucial step in safeguarding public safety. The first batch of products under review includes paints, furniture, toys, clothing, and simulated accessories, with the second batch covering additional categories like auto parts, flocked fibers, wood panels, and decorative materials. The first phase will run from March to October this year, while the second will continue until early next year.
In addition, the administration highlighted that food safety and product quality remain top priorities this year. Crackdowns on the misuse of food additives and other illegal activities are ongoing. Regarding the first batch of key products, specific measures have been outlined for each category.
For paint and coatings, the focus is on reducing harmful substances such as formaldehyde, lead, cadmium, volatile organic compounds (VOCs), benzene, and TDI. Inspections of imported coatings will be intensified. Furniture manufacturers will be scrutinized for the use of non-compliant materials like artificial boards, adhesives, and coatings. Toy producers will face investigations into the use of unqualified raw materials, colored plastics, and paints, particularly concerning heavy metals like lead.
Clothing will be checked for the illegal use of azo dyes and unapproved materials, with a focus on formaldehyde levels and harmful aromatic amines. By the end of October, all five key manufacturers must fully understand the regulatory requirements, establish quality files, and undergo full standard reviews. All products must be forensically tested, and new certified products will be spot-checked. Exporters of these key products must sign a "Commitment on Product Quality and Safety," maintain export quality files, and implement capacity verification for toy manufacturers. Imported products failing safety, health, or environmental standards will be returned or disposed of entirely.
