The first group of five key chemical-related products has been identified as priorities in a nationwide quality inspection campaign. According to a recent video and phone conference hosted by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) in Beijing on February 20th, the initiative aims to enhance product safety, particularly in preparation for the Olympic Games. Among the ten categories of products under focus, items related to the chemical industry—such as paints, coatings, furniture, toys, and more—have been included in the first batch of targeted rectifications.
Li Chuanqing, the Party Secretary of AQSIQ, emphasized that this special campaign is a crucial step in ensuring the safety and quality of consumer goods. The first five categories—paints, furniture, toys, clothing, and decorative materials—are set for immediate action from March to October this year, while the remaining five will be addressed in the second phase, starting from late 2024. In addition, the administration highlighted that food safety and product quality remain top priorities, with particular attention given to the misuse of food additives and other illegal practices.
In the first batch of rectification efforts, paint and coatings will be closely monitored for excessive levels of formaldehyde, lead, cadmium, volatile organic compounds (VOCs), benzene, and TDI. Inspections of imported coatings will also be intensified. Furniture production will be scrutinized for the use of non-compliant materials such as unapproved artificial boards, adhesives, and wood coatings. Toy manufacturers will face increased oversight to prevent the use of substandard raw materials, including colored plastics and paints, which may contain harmful heavy metals like lead.
Clothing producers will be checked for the unauthorized use of azo dyes and other unsafe substances, especially concerning formaldehyde content and harmful aromatic amines. By the end of October, all five key manufacturers in the first batch must have complete knowledge of quality standards, maintain detailed quality files, and undergo full compliance reviews. All products must pass forensic testing, and new certified items will be spot-checked. Exporters of these key products are required to sign a "Commitment on Product Quality and Safety," establish export quality records, and implement capacity verification for toy manufacturers. Additionally, any imported products failing safety or environmental tests must be returned or disposed of entirely.
