At the 2008 China LNG International Conference held on the 16th, significant details were revealed about the finalized second-line construction plan for the West-East Gas Pipeline, a project that has drawn considerable attention. The total investment for the project is estimated at 143.49 billion yuan, with an annual gas transmission capacity of 30 billion cubic meters. This expansion aims to enhance energy supply and support economic growth in eastern China.
Hou Chuang, Deputy General Manager of the Natural Gas and Pipeline Branch at China National Petroleum Corporation, outlined the pipeline’s route. The second trunk line will start from Khorgos Port, passing through Dushanzi and Urumqi, then connecting with the Hongliu and existing West-East Gas Pipelines. After overlapping with the main line, it will head east through Jiuquan, Shandan, and Wuwei. Upon crossing the Yellow River in Zhongwei, Ningxia, it will separate from the main pipeline and continue through Xi’an, Nanchang, and Cangzhou before reaching Guangzhou in the southeast. The main pipeline will span approximately 4,945 kilometers.
In addition to the main line, several branch lines are planned, including the Lunnan-Turlufan line in Xinjiang, the Zhongwei-Jingbian line in Ningxia, the Luoyang-Xuzhou line in Henan, the Nanchang-Shanghai line in Jiangxi, the Yushu-Xiangtan line in Hunan, the Wengyuan-Shenzhen (Hong Kong) line in Guangdong, the Guangzhou-Nanning (Guangxi) line, and the Zhaoqing-Zhanjiang (Haikou) line. These branch lines will add up to a total length of 3,849 kilometers.
Regarding gas pricing, Hou mentioned that the average gate station price in second-tier cities along the pipeline would exceed RMB 3 per cubic meter, based on international market prices and domestic demand. Coastal regions, due to higher transportation costs and demand, are expected to see even higher prices.
The project also includes three underground gas storage facilities: Pingdingshan in Henan, Yunying Salt Cavern in Hubei, and Machang Water Storage in Nanchang, with a combined working gas volume of 2.2 billion cubic meters. Additionally, one LNG peaking station is planned to ensure stable supply during peak periods.
According to the schedule, the second West-East Gas Pipeline was set to begin gas transmission in 2010, with full operational capacity expected by 2012. This expansion marks a major step in China's energy infrastructure development, aiming to meet growing energy demands and improve regional energy security.
