From March 24 to 25, the Ministry of Environmental Protection convened the 2008 National Conference on Environmental Law Enforcement. In his address, Minister Zhou Shengxian emphasized that in the coming period, it is essential to maintain a strong enforcement stance and focus on addressing environmental issues that are most concerning to the public. He outlined seven key areas of focus for law enforcement efforts:
First, the ministry will continue to implement in-depth special environmental rectification campaigns. This year’s focus will include tackling illegal discharges in drinking water source protection zones, conducting inspections on urban sewage treatment, waste disposal facilities, and industries such as chemicals, paper, power, and steel.
Second, environmental monitoring will be strengthened in key river basins, regions, and industries. Areas like the “three lakes†and “seven lake districts,†along with river basins such as the Huaihe, Liaohe, Haihe, and Songhua rivers, will be prioritized. High-energy-consuming and polluting sectors, including power, iron and steel, and building materials, will be under stricter scrutiny, with increased inspection frequency and improved policies to restrict regional development, drainage, and industrial activities.
Third, the supervision of industrial pollution sources will be intensified. Efforts will focus on controlling total pollutant discharges, enforcing emission approval systems, and managing pollution charges and declarations. The expansion of automated monitoring systems will enable real-time tracking of key pollution sources. Additionally, policies related to exports, investment, credit, taxation, and pricing will be promoted to support pollution prevention.
Fourth, the environmental monitoring of urban centralized pollution control facilities will be enhanced. The performance of sewage treatment plants, landfills, and waste incinerators will be closely monitored, with particular attention to ensuring safe discharge of wastewater and proper management of sludge and leachate.
Fifth, rural, agricultural, and ecological environmental supervision will be strengthened. Efforts will be directed at protecting rural drinking water sources, preventing large-scale livestock and poultry pollution, and stopping the transfer of industrial and urban pollution into rural areas.
Sixth, post-inspection measures will be reinforced. In the short term, environmental inspections will target enterprises, restricted areas, and major incidents. In the long run, local governments and relevant departments will also be included in these post-inspection reviews.
Lastly, environmental emergency response capabilities will be improved. Ongoing investigations into environmental safety risks will be conducted, and emergency plans for sudden environmental incidents will be developed at all levels of government. A unified, efficient, and responsive system will be established to ensure quick and effective action during emergencies.
This comprehensive approach aims to not only address current environmental challenges but also build a sustainable framework for future environmental governance.
