From March 24 to 25, 2008, the Ministry of Environmental Protection convened the National Conference on Environmental Law Enforcement. In his address, Minister Zhou Shengxian emphasized that in the coming period, it is essential to maintain a strong enforcement posture and focus on addressing environmental issues that are most concerning to the public. He outlined seven key areas for action:
First, the government should continue deepening special environmental rectification campaigns, with particular attention on illegal discharges in drinking water source protection zones. This year will also involve intensified inspections of urban sewage systems, waste disposal facilities, and high-pollution industries such as chemicals, paper production, power generation, and steel manufacturing.
Second, environmental monitoring should be strengthened in key river basins, regions, and industries. Areas like the "Three Lakes" and "Seven Lake Districts," as designated by the central government, along with major rivers such as the Huaihe, Liaohe, Haihe, and Songhua Rivers, will be prioritized. Additionally, 12 energy-intensive and polluting industries—such as power, steel, and building materials—will be closely monitored. The policies of "restricted regional allocations, restricted drainage basins, and restricted industries" will be reinforced to curb environmental degradation in these sensitive areas.
Third, industrial pollution sources must be better regulated. This includes stricter oversight of total pollutant discharge controls and the implementation of emission permits. Efforts will also be made to improve the collection and declaration of pollution charges, accelerate the development of automated monitoring systems, and ensure continuous supervision of key pollution sources. Policies related to export, investment, credit, taxation, and pricing will also be introduced to support pollution prevention.
Fourth, the environmental management of centralized pollution control facilities in urban areas needs improvement. Facilities such as wastewater treatment plants, landfills, and incinerators should meet clear operational standards. Special attention will be given to ensuring stable discharge, safe handling of sludge, and proper disposal of leachate from landfill sites.
Fifth, rural, agricultural, and ecological environments require more focused attention. Law enforcement efforts must be directed toward protecting rural drinking water sources, preventing large-scale pollution from livestock and poultry farming, and stopping the transfer of industrial and urban waste into rural areas.
Sixth, post-enforcement supervision should be strengthened. In the short term, this involves monitoring enterprises, restricted areas, and major environmental incidents. Over the long term, local governments and relevant departments will be included in the scope of post-inspection activities.
Lastly, emergency response capabilities must be improved. Ongoing investigations into environmental safety risks will be conducted, and emergency plans for sudden environmental incidents at all administrative levels should be developed and refined. A unified, hierarchical, and efficient emergency response system will be established to ensure quick and effective reactions to environmental crises.
This comprehensive approach aims to ensure sustained progress in environmental protection and public health.
