"Two high and one capital" industry is still the focus of control

On January 22, 2008, during the meeting of the Directorate of National Environmental Protection, Zhou Shengxian, then Director of the State Environmental Protection Administration, emphasized that the next three years would be a crucial phase for implementing the "Eleventh Five-Year Plan" for environmental protection. He stressed the importance of pollution control, particularly in reducing emissions of sulfur dioxide and chemical oxygen demand (COD), as well as addressing water pollution. The administration highlighted the need to strengthen environmental management in key industries and projects to prevent further ecological degradation. Zhou stated that the State Environmental Protection Administration would take strict measures against enterprises failing to meet environmental standards. These measures included imposing production limits, requiring shutdowns for renovation, or even complete closure. In 2008, the focus would be on evaluating emissions from heavily polluting sectors such as chemicals and paper. Enterprises exceeding emission standards or violating total pollution control targets would face stricter scrutiny. The goal was to ensure that sulfur dioxide emissions decreased by 6% and COD emissions by 5% compared to 2005 levels. In regions suffering from severe eutrophication, new industrial projects that would increase nitrogen and phosphorus emissions were to be halted across entire river basins. Furthermore, the administration aimed to raise environmental entry barriers, strictly controlling the growth of high-energy-consuming, high-pollution ("two high and one capital") industries. Projects discharging heavy metals or persistent organic pollutants into rivers would be prohibited, as would those failing to meet the target of eliminating outdated production capacities. In areas where pollution control targets were not met or key projects lagged behind, "regional restricted approvals" would be enforced to curb further environmental damage. Since the launch of the "Eleventh Five-Year Plan," significant progress had been made in environmental protection. Relevant state departments had raised environmental access requirements for 13 high-energy and high-emission projects, including petrochemicals. Over 377 projects with a total investment of nearly 1.5 trillion yuan were either rejected or delayed. A special inspection was conducted on more than 9,000 new projects nationwide, and 1,194 projects that failed to meet environmental impact assessment standards were suspended, postponed, or required improvements before proceeding. These actions reflected a growing commitment to sustainable development and environmental protection, signaling a shift toward stricter regulations and greater accountability in industrial practices.
