On January 22, during the 2008 meeting of the National Environmental Protection Directorate, Zhou Shengxian, then head of the State Environmental Protection Administration, emphasized that the next three years would be a crucial phase for implementing the "Eleventh Five-Year Plan" on environmental protection. He stressed the importance of pollution control, particularly in reducing emissions and addressing water pollution. The administration highlighted the need to focus on key industries and projects, aiming to manage sulfur dioxide (SO₂) and chemical oxygen demand (COD) emissions effectively, while preventing further ecological degradation. Zhou also mentioned that this year, the State Environmental Protection Administration would take strict actions against enterprises failing to meet environmental standards. These measures included imposing production limits, halting operations for renovation, or even shutting down non-compliant factories. The administration planned to evaluate SO₂ and COD emissions from heavily polluting sectors such as chemicals and paper, as well as other companies exceeding emission standards or using toxic substances. The goal was to ensure that SO₂ emissions in 2008 were reduced by 6% compared to 2005 levels, and COD emissions by 5%. In areas suffering from severe eutrophication, projects that would increase nitrogen and phosphorus emissions were to be halted across entire river basins. Moreover, the administration aimed to strengthen environmental entry barriers, strictly controlling the expansion of high-pollution, high-energy consumption, and capital-intensive industries ("two highs and one capital"). Projects discharging heavy metals or persistent organic pollutants into rivers, as well as those failing to eliminate outdated production capacities, would be prohibited. In regions with significant issues like unmet emission targets or delayed pollution control projects, "regional restricted approvals" would be implemented to curb further environmental damage. According to reports, since the start of the "Eleventh Five-Year Plan," environmental protection efforts had yielded some progress. Relevant government departments had raised environmental access standards for 13 high-energy and high-emission projects, including petrochemicals. Nearly 1.5 trillion yuan in total investment was involved, and 377 projects were either denied approval or postponed. Over 9,000 new projects nationwide underwent special environmental inspections, and 1,194 projects that did not meet environmental impact assessment requirements faced suspension, delay, or required improvements before proceeding. These steps marked a significant step forward in China’s environmental governance strategy.
